<p>arrived in Davao past 12.</p>
<p>a little tragedy happened: an oil spill occured at the back of the van. two containers of Mamsue&#8217;s Spanish Sardines cracked and the oil leaked along the area. so sorry sa nangyari..</p>
<p>but back to Ranchero in Davao. we had a little getting to know with the Davao Bloggers and ate a very sumptuos lunch full of seafoods. but since i cannot digest seafoods (except for fish), and unless i want to carry a &#8220;Hitch&#8221; face during the rest of the trip, i did stick with the meat.</p>

<p>The National Disaster Coordinating Council (NDCC) on Wednesday  recommended that Mindanao be placed under a state of calamity as the  power crisis continues to threaten the southern Philippine region.</p>
<p>NDCC chairman and Defense Secretary Norberto Gonzales told reporters  at Camp Aguinaldo that he expects President Gloria Macapagal-Arroyo to  immediately issue a presidential proclamation for the NDCC  recommendation, because &#8220;she&#8217;s very concerned.&#8221;</p>
<p>Gonzales said the declaration would allow the government to use its  calamity fund and give it &#8220;more freedom&#8221; in making &#8220;short-term  solutions&#8221; for the ill-effects of the El Niño phenomenon.</p>
<p>Since February, portions of Mindanao has been suffering from  frequent brownouts that normally last between five to eight hours,  caused by a 700-Megawatt power shortage.</p>

<p>Gonzales said officials from the national headuqarters of the  Department of Energy are set to hold on Thursday a dialogue with power  stakeholders in Mindanao to discuss different measures like the leasing  of generator sets, the transfer of barges from Luzon to Mindanao, and  the operation of companies during nighttime, among others.</p>
<p>Present in the NDCC meeting were Mindanao Development Authority  chairman Jesus Dureza, Energy Secretary Angelo Reyes, Labor Secretary  Marianito Roque, Heath Secretary Esperanza Cabral, Defense  Undersecretary Ernesto Carolina, Secretary Estrella Alabastro of the  Department of Science and Technology, and Cecil Kristin O&#8217;Brien,  assistant secretary of the Office of the Press Secretary.</p>
<p>Gonzales admitted that their decision to recommend declaring a state  of calamity was brought about by Congress&#8217; &#8220;failure&#8221; to hold a special  session to tackle measures in cushioning the effects of El Niño.</p>
<p>In late February, Reyes submitted a recommendation to the President  asking her to declare a power crisis in Mindanao.</p>
<p>Among the DOE&#8217;s recommendations for solving the Mindanao power  crisis are the rental of 160-megawatt (MW) generator sets and the  operation and maintenance of the Alsons Corp.’s 30-megawatt Iligan  Diesel Power Plant 1.</p>
<p>The energy chief also recommended that the government enter into an  operation and maintenance agreement with Alsons Corp. for the  70-megawatt Iligan Diesel Power Plant 2, and enter into a contract with  Southern Philippines Power Corp. for another five megawatts of  electricity.</p>
<p>On March 4, Mrs. Arroyo said he would be heeding Reyes&#8217;  recommendations.</p>
<p>Three days before that, on March 1, the House energy committee  approved a proposal asking Mrs. Arroyo to declare a power crisis in  Mindanao.</p>
<p>The motion proposed by Cagayan de Oro Rep. Rufus Rodriguez was  unanimously approved, &#8220;recommend[ing] that the President act under  Section 71 of the Epira [Electric Power Industry Reform Act] law and  that she determine and declare that there is an acute and a present,  actual shortage of electricity.&#8221;</p>
<p>It was the same motion that also asked the President to call  Congress to a joint session.</p>
<p>But whether Congress would be able to have sufficient numbers to  muster a quorum is another issue, as many incumbent legislators are  running for reelection. <p>Nearly 300 bloggers from all over Mindanao, new media advocates and experts, Mindanaoan leaders and other stakeholders will converge in Cagayan de Oro City, Mindanao on October 24, 2009 for the much-awaited 2009 Mindanao Bloggers Summit, which aims to uphold the beauty and strength of the island and to expunge the negative notions the world has about it.<span id="more-41"></span></p>
<p>(Cagayan de Oro City, Mindanao, Philippines – October 20, 2009) – Nearly 300 bloggers from all over Mindanao will converge in Cagayan de Oro City on October 24, 2009 for the much-awaited Mindanao Bloggers Summit 3, an annual gathering of the island’s bloggers or new media practitioners.<img src="http://www.magmanscloset.com/wp-content/uploads/2009/10/6-300x215.jpg" alt="6" title="6" width="300" height="215" class="alignright size-medium wp-image-48" /></p>
<p>MBS 3, which will be a whole-day affair on October 24, 2009 at Pearlmont Inn, Limketkai Drive, CDO, will banner the theme “Mindanao: Bag-Uhon Ang Panan-aw.”</p>
<p><img src="http://www.magmanscloset.com/wp-content/uploads/2009/10/4-300x201.jpg" alt="4" title="4" width="300" height="201" class="alignleft size-medium wp-image-47" />“Mindanao has its share of problems, we will not deny that. However, which area in the world doesn’t? Mindanao has so many strengths as well and we want to showcase these. From the undeniably amazing tourist spots to colourful and interesting cultures and tribes to diverse flora and fauna to the truly warm and friendly people, Mindanao is the home of everything fascinating or in bloggers’ lingo – bloggable,” shares Jovelyn “ChiQ” Montes, president of CDO Bloggers.</p>
<p>CDO Bloggers, Inc., a group duly registered with the Securities and Exchange Commission, is the lead organizer of this year’s summit. Previous Mindanao Bloggers Summits took place in Davao City and General Santos City.</p>
<p>“Through the Mindanao Bloggers Summit 3, it is the hope of the CDO Bloggers, along with our partners and generous sponsors, that we can provide a helpful platform for all of us Mindanaoans to discuss issues pertaining to Mindanao and on how we can contribute to its growth and development,” Montes added.</p>
<p>Montes said that apart from Mindanaoan bloggers, the summit will also see the participation of some bloggers from Luzon and Visayas.</p>
<p>Expected to grace the summit are United States Embassy’s new Deputy Chief of Mission Leslie Bassett, Atty. Adel Tamano, Agusan Lone District Rep. Rodolfo “Ompong” Plaza and Cagayan de Oro City Mayor Tinnex Jaraula.</p>
<p>Other speakers include Google’s Philippine representative Aileen Apolo, whose talk will focus on beginners, Digital Filipino’s Janette Toral who will discuss blog advertising and Lyle Santos who will talk about making money online. Representatives of other blogger groups including those in Davao City, General Santos City and Zamboanga will also give updates.</p>
